Regular City Council Meeting <br /> Monday,February 10, 2014 <br /> Page 31 <br /> Willmus moved, Etten seconded extending the meeting curfew to complete discussion of this <br /> agenda item, specific to the Finance and Community Engagement Commissions and ordinances <br /> establishing them, with no specific time limit. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> Item G <br /> Councilmember McGehee questioned how an external auditor was chosen; and <br /> questioned if this should be a task of the commission. <br /> At the request of City Manager Trudgeon, Finance Director Miller advised that <br /> the auditor was typically appointed for three years, in accordance with the City <br /> Council's standardized process for selected vendors under their Professional Ser- <br /> vice Contracts Policy; with final approval of those contracts also approved by the <br /> City Council. <br /> Mayor Roe suggested this item remain (green type) as proposed except striking <br /> language referring to selection of the auditor, with consensus of the body. <br /> Section 207.04: Scope, Duties and Functions <br /> Finance Director Miller advised that he had concerns with the language "shall" in <br /> the "Duties and functions" statement, creating problems on many levels; and at <br /> the suggestion of Councilmember Laliberte, the language was revised to state <br /> "may,"versus"shall." <br /> Etten moved, Willmus seconded, enactment of Ordinance No. 1461 entitled "An <br /> Ordinance Adding Chapter 207: Finance Commission;" as amended and detailed <br /> during tonight's discussion. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> Community Engagement Commission <br /> Section 203.06 <br /> By consensus, add language as referenced during the Finance Commission dis- <br /> cussion, similar to that specific section in the Parks & Recreation Commission <br /> Ordinance. <br /> 208.04. Scope, Duties and Functions <br /> Discussion ensued regarding elimination of the majority of the proposed green <br /> language, supported by Councilmembers McGehee and Etten. <br />
