Regular City Council Meeting <br /> Monday,February 10, 2014 <br /> Page 32 <br /> Councilmember Laliberte explained that the inclusion of a definition of "civic <br /> life," had been taken from the Civic Engagement Task Force recommendations, <br /> the only place to her knowledge that the vision had been addressed. Further, if <br /> the "volunteering" portion of the statement is removed, Councilmember Laliberte <br /> opined that she would want it added elsewhere in the ordinance to define the in- <br /> tent. <br /> Councilmember Etten opined that it still belonged in the scope, but not so specifi- <br /> cally. <br /> Councilmember McGehee opined that members of an advisory body to the City <br /> Council should be provided enough freedom to move and advise the City Council <br /> in ways not previously considered. <br /> Mayor Roe opined that he could agree to pull it out of the first paragraph, as it <br /> was more legal in tone, but needed to be clarified elsewhere in the document. <br /> Consensus was to remove "volunteering" from the language, pending placement <br /> elsewhere in the document. <br /> Councilmember Willmus opined that there were things in the paragraph that <br /> needed to be incorporated into the ordinance, whether in the Scope or not, as long <br /> as they were included elsewhere. <br /> Mayor Roe questioned if the definition of"civic life" was necessary, and while <br /> Councilmember Laliberte noted it stated "may," not "shall" include but not be <br /> limited, there was still no concurrence by Mayor Roe or Councilmember McGe- <br /> hee. Mayor Roe questioned if the ordinance should be used to define "civic life." <br /> Final language for Section 208.04 is as follows: <br /> "The City Council has created the Community Engagement Commission to serve <br /> in an advisory capacity regarding the effective and meaningful involvement of <br /> Roseville residents in their community. The Commission shall make recommen- <br /> dations, review policies and suggest strategies that will help to improve City <br /> communication and increase a sense of community." <br /> Item A <br /> Councilmember McGehee questioned why a definition was needed for "public, <br /> private or non political" groups since new groups may be forming all the time in <br /> Roseville; and the ordinance shouldn't be so specific. <br /> Councilmember Etten opined that he was fine with the original language proposed <br /> by staff in the new Item A to read: "Connect and partner with neighborhood, <br /> community, educational,business, and social services groups and organizations." <br /> Final language approved by consensus is as follows: <br />
