29 Attachment A <br /> 30 <br /> 31 EXTRACT OF MINUTES OF MEETING OF THE <br /> 32 CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> 33 <br /> 34 * * * * * * * * * * * * * * <br /> 35 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> 36 County of Ramsey, Minnesota was duly held on the 10th day of March, 2014 at 6:00 p.m. <br /> 37 <br /> 38 The following members were present: <br /> 39 and the following were absent: <br /> 40 <br /> 41 Member introduced the following resolution and moved its adoption: <br /> 42 <br /> 43 <br /> 44 RESOLUTION <br /> 45 <br /> 46 RESOLUTION ESTABLISHING NEW PROGRAM OBJECTIVES AND ELIGIBILITY <br /> 47 REQUIREMENTS FOR THE UTILITY DISCOUNT PROGRAM <br /> 48 <br /> 49 <br /> 50 WHEREAS, Ordinance #620 was passed on April 27, 1970 establishing financial relief for eligible <br /> 51 homeowners with regard to minimum(base)water and sewer charges; and <br /> 52 <br /> 53 WHEREAS, the prescribed financial relief became generally known as the Utility Discount or Senior <br /> 54 Discount Program; and <br /> 55 <br /> 56 WHEREAS, the City Council adopted Resolution #11117 on December 9, 2013 suspending new <br /> 57 entrants into the Discount Program until new objectives and eligibility requirements could be <br /> 58 established. <br /> 59 <br /> 60 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Roseville, Minnesota, <br /> 61 hereby establishes the following: <br /> 62 <br /> 63 Utility Rate Discount Program <br /> 64 <br /> 65 Program Objectives: <br /> 66 The Utility Discount Program is designed to give limited financial relief to low-income single- <br /> 67 family homeowners' water and sewer bill. The purpose of the Program is to encourage residents <br /> 68 to retain home ownership and avoid any delinquencies with their water and sewer bill during <br /> 69 periods of diminished personal income. <br /> 70 <br /> 71 It is recognized that some homeowners could experience long-term reductions in their personal <br /> 72 income due to economic downturns,job loss, etc. As such, the Discount Program does not have <br /> 73 a benefit expiration date as long as applicants continue to meet eligibility requirements. <br /> 74 <br /> 75 <br /> Page 2 of 3 <br />
