A letter was sent to the complainant and a response has <br />not been received. <br />366 Commissioner Grefenberg said that in the past the Human Ri�hts Commission had provided a <br />367 forum for com�laintants in situations such as this. He said that � if this matter were to <br />368 proceed further, he recommended the City Manager and the Police Chief discuss this issue at a <br />369 future HRC meeting, acknowled �i�ng that the Commission was not a�olice review �aneL He <br />3�o requested the HRC members be allowed to review the final resolution report. <br />371 <br />372 Ms. Collins stated she would make this request to the Police Chie£ She was uncertain e€ <br />373 whether this was public information. <br />374 <br />375 Vice Chair Becker stated the complainant had the opportunity to pursue this matter further with <br />3�6 the City Council and has not come forward to date. In addition, a complaint could be filed with <br />377 the State. He did not feel it was necessary for the complainant to come before the HRC, as this <br />37g was not an investigatory body. He believed that the Police Chief acted fairly given the alignment <br />379 of the witness testimony. <br />380 <br />3g1 Commissioner Courneya believed the role of the HRC was to be informed when the City <br />3g2 receives complaints. The proper action was taken and the Council was made aware of the <br />383 situation. She did not believe the HRC should advocate for either side, but instead should reach <br />384 out to ensure the matter was resolved on a proper manner. She stated if the same complaint were <br />3g5 made to the HRC, the complainant should be informed of the HRC's role within the City. <br />386 <br />387 Commissioner Grefenberg � spoke in favor of making the complainant aware of her rights <br />388 includina the o�portunity to go before the Council at the public comment forum. He suggested a <br />389 letter be sent to the complainant of these rights. <br />390 <br />391 <br />392 <br />393 <br />394 <br />395 <br />396 <br />Ms. Collins stated this would be seen as a farm of encouragement and could be perceived that <br />the HRC would be taking her side. <br />Commissioner Courneya cautioned the HRC from escalating this issue as the complainant was <br />not seeking any further outlets. <br />397 Commissioner Grefenberg � indicated for the record that the HRC was not taking sides, <br />39s as it did not have all of the information. He also expressed concern with a comment within both <br />399 the police report and the complainant's letter referring to "I am the Police Internal Affairs".
