EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 10th day of March, 2014 at 6:00 p.m. The following members were present: McGehee, Willmus, Laliberte, Etten, Roe and the following were absent: None/ Member Willmus introduced the following resolution and moved its adoption: RESOLUTION No. 11135 RESOLUTION ESTABLISHING NEW PROGRAM OBJECTIVES AND ELIGIBILITY REQUIREMENTS FOR THE UTILITY DISCOUNT PROGRAM WHEREAS, Ordinance #620 was passed on April 27, 1970 establishing financial relief for eligible homeowners with regard to minimum(base)water and sewer charges; and WHEREAS, the prescribed financial relief became generally known as the Utility Discount or Senior Discount Program; and WHEREAS, the City Council adopted Resolution #11117 on December 9, 2013 suspending new entrants into the Discount Program until new objectives and eligibility requirements could be established. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Roseville, Minnesota, hereby establishes the following: Utility Rate Discount Program Program Objectives: The Utility Discount Program is designed to give limited financial relief to low-income single-family homeowners' water and sewer bill. The purpose of the Program is to encourage residents to retain home ownership and avoid any delinquencies with their water and sewer bill during periods of diminished personal income. It is recognized that some homeowners could experience long-term reductions in their personal income due to economic downturns, job loss, etc. As such, the Discount Program does not have a benefit expiration date as long as applicants continue to meet eligibility requirements.
