<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 26th day of March 2001, at 6:30 p.m. <br /> <br />The following members were present: Klausing, Maschka, Mastel, Goedeke, and Kysylyczyn <br />and the following were absent: None <br /> <br />Councilmember Klausing introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9874 <br /> <br />A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN MAP <br />DESIGNATION FROM B, BUSINESS TO HD, HIGH DENSITY RESIDENTIAL FOR <br />PROPERTY LOCATED AT 197 COUNTY ROAD B-2 (PF #3293). <br /> <br />WHEREAS, the Planning Commission, at a public hearing held on March 14,2001, <br />received a request from Samuel Cave & Associates for a Comprehensive Land Use Plan <br />Amendment and rezoning to develop an 18 unit market rate apartment complex on property <br />located at 197 County Road B-2; and <br /> <br />WHEREAS, the proposed Comprehensive Land Use Plan Amendment requires a map <br />designation change from B, Business to HD, High Density Residential and a rezoning (change in <br />the zoning map designation) from B-2, Retail Business District to R-3A, Multi-Family Residence <br />District; Three to Twenty Four Units; and <br /> <br />WHEREAS, said property is legally described as: <br />Lot 2, Block 2, Transit rd Addition, Roseville Minnesota (PID # 122923140076 <br /> <br />WHEREAS, after the public hearing, the Planning Commission recommended (4-2) <br />denial of the request for a Comprehensive Plan Amendment and rezoning, indicating support for <br />a lower density residential development; and <br /> <br />WHEREAS, the Roseville City Council at their meeting of March 26, 2001, was <br />presented with the project report from the Roseville staff, a presentation by the developer, and <br />took public comment on the application for comprehensive plan amendment and rezoning to <br />allow the proposed 18 unit apartment complex; and <br /> <br />WHEREAS, upon consideration of the staff and developer presentations and citizen <br />comments the City Council voted (4-1) to approve the comprehensive land use amendment based <br />on the following findings: <br /> <br />A. The vacant parcel has limited ability to be developed given the pond, easements, and <br />setbacks applicable to a specific zoning district. <br />
