<br />B. The change in comprehensive plan designation and zoning classification fit well into <br />the adjoining neighborhood. Specifically, multiple family districts are usually <br />considered transitional zones between single family detached residential areas and <br />commercially zoned property. This allows the multi-family residents better access to <br />commercial areas and reduces the amount of multi-family cut-through traffic which <br />travels through a R-l area to the commercial areas and community collector streets. <br />In the Cave proposal, single family residentially zoned property lies directly west and <br />commercially zoned property lies directly east. The parcel has direct access to a <br />County community collector street (B-2) and is within 800 feet of a minor arterial <br />street (Rice Street). <br /> <br />C. Though the Comprehensive Land Use Plan designation of this property is Business, <br />the parcel, as a remnant, would be difficult to develop as a commercial property <br />because of coverage, parking requirements, and compatibility with adjoining <br />residential neighbors. <br /> <br />D. The 18-unit apartment complex is consistent with the R-3A multi-family district and <br />the city life-cycle housing programs. <br /> <br />E. Traffic generated from development (6 to 8 trips per unit times 18 units) is estimated <br />to range from 104 to 144 trips per day and does not create vehicular conflict with <br />existing traffic patterns, nor adversely impact the adjacent residential community. <br /> <br />F. The proposal is consistent with Little Canada Rice Street Plan. <br /> <br />NOW THEREFORE, BE IT RESOLVED, the City Council, based on the findings listed <br />above, hereby approves and adopts the amendment to the Comprehensive Plan from B <br />(Business) to HD (High Density Residential) for property located at 197 County Rose B-2, <br />subject to: <br /> <br />1. Review and comments of the Metropolitan Council. <br />2. Passage and publication of an ordinance properly rezoning of the subject parcel. <br /> <br />The motion for the adoption of the foregoing resolution was seconded by Member Mastel <br />and upon vote being taken thereon, the following voted in favor thereof: Klausing, Mastel, <br />Goedeke, and Kysylyczyn <br />and the following voted against the same: Maschka <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
