EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was held on the 24th day of March 2014 at 6:00 p.m. <br /> The following Members were present: Willmus, Etten, McGehee, Laliberte, Roe <br /> and none were absent. <br /> Council Member Laliberte introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11137 <br /> A RESOLUTION APPROVING OUTDOOR ATHLETIC FACILITIES WITH FIELD <br /> LIGHTING AS A CONDITIONAL USE AT 3003 SNELLING AVENUE (PF14-003) <br /> WHEREAS, the University of Northwestern, St. Paul owns the property at 3003 Snelling <br /> Avenue, which is legally described as: <br /> PIN: 04-29-23-11-0002 <br /> The Northeast Quarter of the Northeast Quarter of Section 4, <br /> Township 29 North, Range 23 West <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br /> proposed CONDITIONAL USE on March 5, 2014, voting 6—0 to recommend approval of the use <br /> based on public testimony and the comments and findings of the staff report prepared for said <br /> public hearing; and <br /> WHEREAS, the Roseville City Council has determined that approval of the proposed <br /> CONDITIONAL USE will not result in adverse impacts to the surrounding properties based on the <br /> following findings: <br /> a. The ability of the proposed light fixtures to limit the vertical and horizontal extent of <br /> the illumination in addition to the preservation of much of the existing tree cover in <br /> the area should combine to minimize, if not eliminate, negative light-related impacts, <br /> consistent with the buffering goals in the Comprehensive Plan; <br /> Page 1 of 4 <br />
