b. The proposed outdoor athletic fields and field lighting are not in conflict with the <br /> 2007 PUD regulating campus development; <br /> c. Accounting for light pole height with this approval, the proposed athletic facilities <br /> and field lighting can and will meet all applicable City Code requirements; moreover, <br /> the approval can be rescinded if the approved use fails to comply with all applicable <br /> Code requirements or any conditions of the approval; <br /> d. Impacts of campus development, including environmental and traffic impacts, were <br /> evaluated during the 2007 review and approval of the PUD and, because the present <br /> proposal is consistent with the 2007 PUD, the proposal should not be expected to <br /> intensify any practical impacts on parks, streets, or public infrastructure; <br /> e. Given that the proposed outdoor athletic facilities are consistent with the governing <br /> PUD, and that the majority of existing trees buffering and screening the facilities are <br /> to be preserved, the proposed athletic facilities with field lights will not be injurious <br /> to the surrounding neighborhood, will not negatively impact traffic or property values, <br /> and will not otherwise harm the public health, safety, and general welfare. <br /> NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br /> the proposed outdoor athletic facilities with field lighting as a CONDITIONAL USE at 3003 Snelling <br /> Avenue in accordance with Section §1009.02 of the Roseville City Code, subject to the following <br /> conditions: <br /> a. Field lighting shall be located and installed as indicated in the plans reviewed with <br /> this application to minimize glare and spill-over light outside of the campus property <br /> and achieve the specified photometric values. <br /> b. Field lighting shall be off when the outdoor athletic facilities are not in use. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Council <br /> Member Willmus and upon vote being taken thereon, the following voted in favor: Willmus, <br /> Etten, Laliberte, Roe; <br /> Council Member McGehee abstained; and none voted against. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br /> Page 2 of 4 <br />
