However, <br /> Mayor Roe advised that it would be fairly unlikely that the study would recom- <br /> mend closing off a street, as the purpose was to move traffic, with the turn lane an <br /> example of that goal, but still depending on whatever the traffic study recom- <br /> mended; and if required by projected traffic generated by the development, would <br /> be paid for by the development. If the neighborhood wanted to study cross- <br /> through traffic, Mayor Roe advised that such a study would be initiated by the <br /> neighborhood, and could offer a host of solutions including traffic safety issues <br /> (e.g. traffic humps or closing streets) or any range of neighborhood and/or global <br /> issues, which would be borne through the Traffic Management Policy process <br /> adopted by the City Council a couple of years ago. Mayor Roe advised that the <br /> development study would review pre- and post-project traffic volumes and back- <br /> ground traffic issues. <br /> Mr. Lueder opined that the volume created by this project went well beyond the <br /> remedy of a proposed turn lane or stop light; and further opined that he anticipat- <br /> ed significant capacity issues. <br /> Mayor Roe noted that, with some developments, they were required to install new <br /> streets to accommodate additional volume if significant; however, he questioned <br /> if this size of a project would get to that stage, but if so would need some type of <br /> mitigation. <br /> At the request of Mr. Lueder, Mayor Roe confirmed that it would be advanta- <br /> geous for the neighborhood to await the results of the initial traffic study based on <br /> the engineering analysis, which would provide them with more information be- <br /> fore they proceeded with further studies. <br /> At the request of Councilmember Laliberte, noting the churches and schools in <br /> the area, Mayor Roe confirmed that the study would address safety and sight line <br /> issues as well. <br /> Councilmember McGehee clarified that this study was typically not done by City <br /> staff but by a professional, independent engineer; with all documents available for <br /> public review upon completion. <br /> In response to Councilmember McGehee's comments, City Manager Trudgeon <br /> further clarified that it had yet to be determined who would perform the traffic <br /> study, until a final design was determined; whether internal by City staff engi- <br /> neers, or externally by a third party engineer.
