Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. Voting and Seating Order: Willmus; Laliberte; Etten; McGehee; and Roe. City <br /> Manager Pat Trudgeon and City Attorney Mark Gaughan were also present. <br /> Commission Interviews <br /> Councilmembers met from approximately 5:00 to 7:30 p.m. for the purpose of interview- <br /> ing potential candidates for vacancies on various citizen advisory commissions. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:30 p.m. and reconvened at approxi <br /> mately 7:45 p.m. <br /> 2. Approve Agenda <br /> City Manager Patrick Trudgeon noted several bench handouts on the dais and available <br /> for the public as additional materials for General Ordinance Item 9.a entitled, "Consider <br /> Establishing a New Utility Rate Discount Program;" and a revised Request for Council <br /> Action (RCA) dated March 10, 2014 for Public Hearing Item 11.b entitled, "Public Hear- <br /> ing to Discuss an On-Sale and Sunday Intoxicating Liquor License for Digby's Roseville, <br /> LLC located at 854 Rosedale Center#1010." <br /> Etten moved, McGehee seconded approval of the agenda. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. Rita M. Zoff 412 Lovell Avenue <br /> Ms. Zoff, a resident of the City since the mid-1950's, and originally having pri- <br /> vate water and service services, advised that in 1964 they had paid an assessment <br /> for City water and sewer services. Ms. Zoff noted that several engineers had con- <br /> firmed that their property, near Western Avenue, had some of the lowest water <br /> pressure in Roseville, and opined that the low pressure had created part of the <br /> problem she had been experiencing with water line freeze-ups, in addition to the <br /> extremely cold weather. <br />
