Ramsey County, Minnesota, Abstract Property. <br /> <br />(PID # 082923310007). <br /> <br />WHEREAS, Section 1012.10A4 of the Roseville Zoning Ordinance states: Commercial <br />receiving or transmitting antennas and towers not located on a City tower site shall be a <br />conditional use. Commercial receiving or transmitting antennas and towers may only be located <br />in "B" Business or "I" Industrial Districts; and <br /> <br />WHEREAS, Section 1 0 13 of the City Code stipulates criteria for approving conditional <br />use permits requiring the City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br />~ The process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />WHEREAS, the parcel is zoned "B-1", Limited Business District, is located in <br />Comprehensive Land Use Plan Planning District 10, with a land use designation of "I", <br />Industrial; and <br /> <br />WHEREAS, the following has been concluded regarding the proposal and the criteria in <br />Section 1013.01.D of the Roseville Zoning Ordinance: <br /> <br />A. The proposed antenna units and equipment cabinet will not create additional <br />traffic nor the need for additional public facilities. <br /> <br />B. The monopole and antenna units cannot be screened. However, the equipment <br />shelter structure can be screened. With proper screening and landscaping, the <br />equipment shelter will not have an impact on surrounding property or values. <br /> <br />C. There appears to be no impact on general health, safety, and public welfare. <br /> <br />D. The project complies with the Comprehensive Plan designation as a business use. <br /> <br />WHEREAS, on March 14,2001, the Roseville Planning Commission held the public <br />hearing regarding the Verizon Wireless request and voted (6-0) to recommend approval of the <br />conditional use permit, subject to the following conditions: <br /> <br />2 <br />
