Each party shall appoint on <br />arbitrator and the two arbitrators shall appoint a third. If <br />the arbitrators fail to appoint a third arbitrator, the third <br />arbitrator shall be appointed by any judge in the Ramsey <br />County District Court.1t . <br /> <br />r <br /> <br />Fire Marshal Considerations <br /> <br />To our knowledge, there is no principle concern here. The Fire Marshal <br />shall examine fire hydrant locations and concur with the life safety <br />code of the City of Roseville. <br /> <br />Building Division <br /> <br />Each of the structures proposed in the PUD are freestanding structures, <br />which can be readily constructed in accordance with the State UBC <br />(Uniform Building Code) adopted by the State of Minnesota and the City <br />of Roseville. These considerations were not of any specific concerns <br />rela'ting to security being contiguous or across the street from the <br />existing business zones. No screening is required that would impair <br />visual observation of the property and buildings. <br /> <br />Comprehensive Plan References <br /> <br />The Comprehensive Plan indicates the property in <br />developed for business purposes. CONCLUSION <br /> <br />The application is for approval of preliminary plat, PUD, Special Use <br />Permit for Site Plan approval, and temporary building. This concept was discussed -with the applicant <br />regarding the development of a temporary building for up to six months <br />on the bank site so as to conform to charter requirements. However, <br />without specific proposals, it is difficult to consider the merit of this <br />concept. Therefore, we suggest that with respect to this proposal, no <br />action should be taken until such time when specific drawings and <br />statements are submitted describing such interim development. <br /> <br />The Preliminary Plat and the PUD could be considered for approval <br />sub jec t to: <br /> <br />a) Requirement for sidewalks to be built on contiguous public <br /> streets; <br />b) Dedication of money in lieu of park land as required; <br />c) Final rev Jew of engineering and landscape plans by Staff; and <br />d) Approval of Special Use Permit for bank, subject to: <br />
