BACKGROUND <br /> <br />The PUD application relates to all of the property is between the <br />frontage road and the intersection of County Road C and Snelling <br />Avenue in this northeast quadrant. Attached is a copy of the section <br />map showing the two parcels originally consisting of 9.58 acres. The <br />land is platted into two parcels consisting of Lots 1 and 2 of Block 2. <br />That plat was filed by MnDOT who owned Lot 1 for future right-of-way <br />purposes for a planned interchange (grade separation) at County Road C <br />and Snelling. Several years ago, MnDOT sold this land back to Fine <br />Associates who now controls all of the land between the frontage road <br />and the intersection indicated in gray on the section map. <br /> <br />The original PUD applied to this property proposed a retail store <br />(Slumberland), a bank building, office building, and an extended stay <br />hotel on the site. Attached is a statement from the applicant entitled <br />"Amendment to· Planned Unit Development" noting their abandonment of <br />their attempt to develop an extended stay hotel and an office structure <br />at the site. As noted in their statement, they proposed now to divide <br />the remaining 5.9 acres into three sites and extend the private access <br />roadway easterly to its second connection to the Snelling Avenue <br />frontage road. Attached is a copy of a preliminary plat and a PUD <br />indicating this proposed extension and development of two of the <br />remaining parcels. <br /> <br />The PUD is an 8,000 square foot bank building on a 1.71 acre parcel at <br />the far east end of the site. Between that site and the existing <br />bank/office building would be another 1.71 acre site on which a 9,100 <br />square foot restaurant is proposed. The remaining site to the north <br />(across the street from the private access drive) would be a 2.47 acre <br />site for which a speci fie use is not proposed at this time. <br /> <br />All the land is zoned B-18 within which a restaurant and a bank are <br />permitted uses. In this zone, a restaurant is permitted only if its over <br />5,000 square feet. <br />
