DEVELOPMENT ANALYSIS <br /> <br />Planning Considerations <br /> <br />With respect to the preliminary plat, the applicants propose to plat the <br />entire property including the existing two lots in the development. <br />Thus, there will be five lots proposed plus the appropriate easements <br />for the private access drive, which is partially construc.ted· to serve the <br />initial two lots developed. Attached is a sta.tement from the <br />Engineering Department listing their concerns, most of which seem <br />related to the preparation of the final detail of engineering drawings <br />which could be made a condition of approval. One of the more <br />important concerns expressed in the Engineering Report is that of the <br />requirement for a sidewalk along the contiguous public street frontage. <br /> <br />The PUO includes a proposal to utilize Lot 3 for a 9,100 square foot <br />restaurant. This restaurant is proposed to be a franchise unit of the <br />Olive Garden restaurants owned by General Mills. Specific plans for <br />this development proposal have not yet been completed. It is <br />anticipated, however, that a Special Use Permit for site plan approval <br />for this facility will be submitted soon. <br /> <br />A new 4,000 square foot bank is proposed to be developed on Lot 4. <br />A site plan has been submitted consisting of four sheets labeled PI, P2, <br />P3, and P4. A 4,000 square foot footprint is indicated on the site plan <br />along with a future addition to the north. The structure is proposed to <br />be a two-story building with 8,000 square feet. A front elevation of <br />the proposed structure is indicated on P4. The parking requirement for <br />a bank is 6 spaces per 1,000 square feet, which at 8,000 square feet <br />would require 48 spaces. The site plan indicates accommodation for 70 <br />parking spaces plus 8 drive-up lanes. <br /> <br />The basic site plan for the proposed bank facility works very well, <br />providing more than adequate stacking space for the drive-up facility, <br />with access on the periphery of the parking area. <br /> <br />The exterior material for the bank is brick as indicated on the front <br />elevation submitted with the application drawings. Elevations of the <br />remaining sides of the structure are not indicated. Staff discussions <br />with the applicant, however, indicate that the entire structure will be <br />brick, with a bronze tinted glass set in aluminum frames. <br /> <br />Landscapif1q <br /> <br />One of the four sheets submitted by the applicant's architect, Buetow <br />and Associates, is a landscape plan indicating six Norway Maple and <br />four green ash to be planted on the site. Further delineation of the <br />shrubbery and low growth are not detailed. Delineation of these details <br />in a final plan subject to Staff approval may be appropriate. <br />
