"-
.."---

-:

Residents', fear fut"ure for' property'
under proposed district creation

, '

CITY CENTERlFmm page 1

up, you do it so that residents have enough time to understand what you
as a body politic want to see happen."
"This way people with property can see if they fit into those uses now
and in the future," he added.
But the tone of public comment at the hearing evidenced the neighbor-
hooo's concern that this step was merely the first in a cascade of events
that would damage property values, raise taxes and displace membcrs of
the community.
One major concern residcnts raiscd stems from the inclusion of the
Roseville Mobile Home Park in the targeted district. One park resident
asked, "How long will it be before wc're told we have to get out?:'
Another said that, though it would be economically feasible to pur-
chase a single family home, she chooses to live in the park because it
provides a secure living environment for hcr children because everyone
knows and watches out for one another.
"I've made a lot of improvements. It may appear to be the 'blight of
Rosevi\le' , but it's pretty on the inside," she said,
Another pointed out that this was the only kind of home that she and
her family could afford, and that the park provides an altemative for
lower-income people. .
Wietecki said the mobile home park was included because it repre-
sentedone potential place for a transit stop, should state legislation pass
implementing light rail transit, but he stressed that no such plans were
on the table.
Other residents expressed concern over further limitations of pennitted
uses on their property, rendering it less valuable or un saleable altogeth-
er.
, One 37-year resident said, "1 was here before City Ha\l, the oval, Cty.
Road C, the whole schmear. I already have code enforcement people
telling me what I cim do with my property... now [the p]anningcom-
, mission] is trying to tell me.
"They say they have a 'vision' of what it should be like; I'd like to
have a 'vision'- that I can stay where I'm at and do what 1 ~ant to on
my property," he added. f

Othcr residents expressed their dismay that a task force was
created and had been operating for eight or nine months with-
out input from the public, or any task force membership that
represcnted the neighborhoods.
In. light of these concerns, the commission will delay voting
unti\ its Ju\y 14 meeting. .
According to commissioner Janet Olson, "since a lot of this
information. is q)ming before me for the first time, I feellhal
an action tonight would be premature for me."
Commissioner Jim Mulder agreed; saying, "There is a per-
ception - whether justified or not '- that people are getting
run over by a train. Our decision should be onc that repre-
sents a corrscn.sus on the board and in the community,"

~_r_~___
