He suggested excluding <br />the mobile home park and all the area east of Oxford Street. <br /> <br />Jan Vanderwall asked for details of the Burlington Northern rail abandonment. <br />Chair Wietecki explained the route west of Roseville that would be abandoned <br />in 1999. Jan Vanderwall asked ifthe rail line was a "use" that should be included <br />at this time. <br /> <br />Don Anderson explained that transit lines are not viable in Roseville, but rather <br />should be used as an addition to the pathway system. <br /> <br />Motion: Don Anderson moved~ seconded by Lois Sinn Lindquist to amend <br />the boundary ofthe City Center Planning District to eliminate the mobile <br />home park and the land east of Oxford Street. <br /> <br />Lois Sinn Lindquist stated the Task Force was attempting to stay broad - <br />create an outer limit - to allow for more flexibility. <br /> <br />Jan Vanderwall noted that not much commercial development is planned <br />within the City Center District. A general discussion of business zoning ensued. <br /> <br />Tom Johnson asked if the railroad right-of-way would be retained in the district <br />(yes). <br /> <br />Peggy Egli asked why Howard Johnson was included, but Central Park was not <br />included. (The north edge and comer access of Central Park were included). <br />She said the reason to include the parks was not clear. Howard Johnson Park <br />was to be connected to the City Center. The impacts of indoor vs outdoor parks <br />must be discussed and understood. <br /> <br />Ann Hermes asked if the mobile home park tenants have any protection from <br />new uses proposed by new owners of the nine acres. (There is no protection of <br />the mobile home area, currently guided for residential, while the zoning is B-3 <br />business use). <br /> <br />Motion carred 8-1(Hermes) <br /> <br />Dennis Welsch explained the reasons for the City Center Plan based on Vista <br />2000, the Comprehensive Plans of 1994 and 1998, the Infrastructure Committee <br />recommendations of 1998 and the Resident Satisfaction Survey of May, 1998. <br /> <br />Page 2 of5 <br />
