<br />ROSEVILLE CITY CENTER MASTER PLAN AND DEVELOPMENT STRATEGY <br /> <br />I. Executive Summary <br /> <br />The City ofRoseville adopted its Comprehensive Plan in 1994, attaching an implementation <br />strategy to create a master plan for a city center to be located generally around the intersection of <br />Lexington Avenue and County Road "C". <br /> <br />In 1998, the City Council created a citizen task force with a charge to define the city center <br />concept, identify the community needs, and make specific recommendations to the City Council. <br />The City ofRoseville and a Metropolitan Council Comprehensive Planning Grant provided funds <br />for this task force study. <br /> <br />Definition of the Roseville City Center District <br /> <br />Study Area Context <br /> <br />The initial area used to study the City Center District was defined by a ten minute walking radius <br />from the intersection of Lexington Avenue and County Road C, as illustrated in Exhibit A A <br />ten-minute walking distance is generally about one-half mile. <br /> <br />City Center District <br /> <br />After initial vision and program discussions, the Task Force, with input from the Roseville <br />Community defined a more specific City Center District for further planning and design. This <br />district is defined by County Road C to the South, Lexington Avenue to the East, Woodhill <br />Avenue to the north and the boundary with Howard Johnson Park to the West. <br /> <br />Purpose ofthe City Center District <br /> <br />The purpose of the City Center District is to create a centrally located area within Roseville with <br />a unique sense of community, a gathering place with social intimacy; a destination which focuses <br />on community participation and meetings, recreation, government services, and may have <br />complementary educational, retail and housing uses. <br /> <br />Market and Anticipated User of the City Center District <br /> <br />The market and users for this district are residents ofRoseville, the adjacent communities and the <br />regional, national, and worldwide users of the specialized services offered within the district. <br /> <br />Planned Uses within the City Center District <br /> <br />The planned public and privately owned uses foreseen within this district are envisioned to be a: <br /> <br />· source of pride <br /> <br />· communal gathering place; a hub of Roseville community activity for all ages <br /> <br />· center for the coordination and delivery of essential services <br /> <br />· locale for the development of mental and physical health <br />Roseville City Center Master Plan and Development Strategy <br /> <br />Draft 11.1 0.99 <br />
