· venue for government, education, cultural, and sport activities

· marketplace for complementary services and goods

· intergenerational residential living of varied styles

"The Vision"

Roseville City Center provides a safe and architecturally unique "landmark" for the City's
government, community and recreational needs. It is highly accessible via the City's network of
parkways, tree-lined streets, transit services and pedestrian walkways that connect to the Center's
mixed use street level area, providing a variety of indoor and outdoor spaces. The City Center
takes advantage of the area's topographic changes that help to reinforce its aesthetic continuity
with Central Park. The human scale and design continuity of it's campus setting is reinforced by
the high level of ornamentation that specifically identifies this "place", as Roseville City Center.

City Center Program

City Hall (Existing)

:t 20,000 - 30,000 SF
:!: 36,000 SF

Ice Arena (Existing)

John Rose Oval (Existing)

Recreation Center

:t50,000 SF

Indoor Pool

:t20,000 SF

Community Center

:t 50,000 SF

Residential

:t 120 - 150 Units

Ancillary Commercial

:t 30,000 SF

Parking Structure

150 Spaces/Level (450 - 600 Spaces)

Public Safety Building (Optional)

:t 50,000 SF

Concept Alternatives

Based on the vision statement and program, three basic arrangement of uses (government center,
community center, recreation center) were explored for Roseville City Center. The three
concepts were referenced as Parkways, Main Street and City Square. In each of the alternatives it
is assumed that the Public Works garage will be relocated off-site and that the fire station and
license bureau will either be accommodated on-site, in a diffcrent location, or off-site.

After review and discussion by the Task Force it was agreed that the City Square concept best fit
with the goals, objectives and vision set for Roseville City Center.

Rosevi!!e City Center Master Plan and Development Strategy

2

Draft 11.1 O. 99
