3.0 "HOMEWORK" IN THE PACKET. For the meeting on October 8, the staff suggests

the following:

1. Take time to get acquainted with your Task Force. Read members'
applications and understand their interests in the Task Force and the
Community.

2. Review the Task Force "Charge" and rules. Read the original "White
Paper" prepared by staff regarding the city center concept. Review the
maps to orient yourself to the 4 corners and streets involved in the
study.

3. Review the interview and Discovery Workshop (Focus Group) list of
organizations the staff identified. Make notes on additions and
deletions. The Task Force will be asked to approve a list of city-wide
participants for these workshops, to be lead by Kim Way. (Kim will also
interview the City Council and Mayor, and City department directors.)

4. Review the 1998 Citizen Survey - there is a lot of information in the
survey that pertains to the city center needs.

5. Page through the Vista 2000 report, noting the direction on community
facilities provided by the Vista 2000 Task Force in 1992, later
incorporated into the City's Comprehensive Plan in 1994. Note the
"Implementation Section" of the 1994 Comprehensive Plan discusses
the need to do a City Center Master Plan.

4.0 ACCESS TO STAFF AND KIM WAY City staff support for the Task Force will
come primarily from the Community Development Department. Feel free to call Dennis
Welsch at any time to answer questions, especially to help you prepare for upcoming
meetings. All city departments will be available during the Task Force Study to act as
"resource" people. Kim Way is a member of the Ellerbe-Becket architectural firm in
Minneapolis. Kim is also happy to take your phone or email messages. A list of phone and
email addresses is in the packet.

5.0 GOOD LUCK. HAVE FUN Good Task Forces also know how to have fun and take
a joke. In addition to the serious study and discussions, we hope you will have fun and
learn lots about your community. If staff can help you, feel free to call.

Q;\CITYCENT\T ASKMTG 1,WPD

2
