<br />Draft <br /> <br />CITY OF ROSEVILLE <br /> <br />ROSEVILLE CITY CENTER TASK FORCE CHARGE <br /> <br />(July 27. 1998) <br /> <br />Underlines means comments added by Council on Julv 20. 1998 <br /> <br />BACKGROUND <br /> <br />The quality of life in our city is of interest to all residents, especially those areas where <br />we have the opportunity to meet our neighbors and interact in a friendly civic setting. <br />Mu~h of this int~raction is focused around shopping, cultural. educational. civic, religious <br />or recreational activities. Roseville does not have a central meeting place where all these <br />activities happen together. Roseville lacks a "center" and rea] and virtual linkages <br />between city civic affairs, recreation. open space, schools and colleges. as well as <br />commercial activities. <br /> <br />Traditionally, communities grew around centers of commerce, which were often the <br />"main streets" of the town, village or city. Main streets provided the social interaction, <br />goods, and services that supported the community. Roseville. as a suburban outgrowth of <br />Saint Paul, never developed a main street, however, over time dispersed auto-oriented <br />centers of commerce have grown up along major transportation corridors. <br /> <br />Roseville also has an opportunity to create a "main street" along Lexington Parkway, as <br />part of new city center, which can provide a "heart" for our community. The existing <br />civic area, encompassing City Hall, Police Station, Fire Station # 1. Motor Vehicle <br />License Department, Ice Arena and John Rose Minnesota Oval provides the existing <br />public facilities and infrastructure, centrally located in the community, that might be <br />expanded to establish Roseville City Center. <br /> <br />The Roseville City Center Task Force is an opportunity provided by the City Council to <br />help create a shared vision for a new city center that serves the citizens of Roseville. It <br />provides the forum to openly discuss issues and opportunities, and to formulate a long <br />term strategy to establish an exciting and vibrant mixed-use recreational. civic, and <br />entertainment center for our community. <br /> <br />T ASK FORCE CHARGE <br /> <br />The Task Force is charged with preparing recommendations to the City Council and <br />Planning Commission regarding the results of their investigation and deliberations. <br /> <br />The City Council encourages the Task Force to explore the following interrelated issues: <br />
