'What are the possible" stretching" ideas, how can we bener use the space within the <br />first ring suburb context. <br /> <br />. What uses should be part of a successful Roseville City Center? <br /> <br />. What are examples of other successful City Centers in the region, in the State of <br />Minnesota. in the U.S. and in other countries? <br /> <br />, .. <br /> <br />. What is the current" body of knowledge" regarding, traffic, land use, utilities. <br />,drainage and environmental issues that can be offered to residents and the City? <br /> <br />1. What are the positive features of the existing civic center? <br /> <br />2. How do existing civic and recreational uses tit with potential new uses? <br /> <br />3. What are the short and long~term land use issues that need to be resolved? <br /> <br />4. What are the traffic and building issues in terms of site access, road and parkway <br />capacity, trails. soil conditions. and fill materials? <br /> <br />5. What environmental regulations need to be resolved in terms of storm water and <br />subsurface water quality and quantity, noise, air quality, etc. <br /> <br />6. What are the rights and responsibilities of adjoining property owners, City, <br />County, State. Railroad. Department of Natural Resources (water bodies) etc.? <br /> <br />7. What are the high tech" linkages" that may tie the community together such as <br />cable systems, radio centers, and phone systems, etc.? What are the possible <br />,shared opportunities? <br /> <br />. What are the specific issues to which changes should be considered (e.g. traffic lights, <br />railway corridor, high tension power lines, location of access points, etc.)? <br /> <br />. Should there be a change in land use zones in or near the civic center. and. if so, why <br />and what other uses? <br /> <br />. What role does the public and private sector play in improving/changes to the civic <br />center? How should Roseville's effort be coordinated with the County, neighboring <br />cities. school districts. State of Minnesota. Federal Government. and other quasi- <br />public organizations? <br /> <br />. What public "experts" are available to help the Task Force? <br /> <br />2 <br />
