<br />4.3 Two heavily traveled roadways, State Trunk Highway 36 and Lexington Avenue, lie <br />adjacent to the parcel. Each roadway has an increasing volume of traffic that produces a <br />level of noise that is difficult to screen or block and peak hour traffic volumes that are <br />complicated to maneuver given the limited site access to Lexington Avenue from Lovell <br />Lane. <br /> <br />4.4 Staff has determined that the parcel does not have the size or access necessary to create a <br />high-density residential development and that a low traffic generating, neighborhood <br />friendly, job producing, office condominium use is an appropriate zoning buffer for the <br />adjacent townhomes to the east. <br /> <br />4.5 Additional off-street parking can be provided (seven spaces) on the north side of the <br />building and parking lot should the City determine it necessary do to demand. <br /> <br />4.6 Staff has also determined that the proposal to construct five office condominiums is <br />consistent with the B-1, Limited Business District, especially when regulated by a PUD <br />overlay zone. <br /> <br />4.7 During the Sketch Plan review (November 8, 2000), the Planning Commission requested <br />more architectural relief or variety in the front (west) and rear (east) facades of the <br />proposed condominium structure. The applicant has submitted a detailed set of <br />development plans including a site, grading, landscaping, elevation, and building floor <br />plans, for the Commission's consideration. These plans have been revised to account <br />for the adjacent property owner and Council concerns. <br /> <br />4.8 Due to townhome resident concern over potential pass through traffic, the access <br />into the office condominium site has been design to encourage a right-in, right-out <br />movement. The Engineering Department has reviewed the submitted access design <br />and approves its use and installation. <br /> <br />4.9 The developer has indicated that the large evergreen tree in the southeast corner of <br />the parcel can be preserved. <br /> <br />4.10 The rear yard screening of the office condominium from the adjacent townhomes <br />will be accomplished with the use of intermittent sections of four to six foot tall <br />board-on-board fencing and landscaping. <br /> <br />4.11 A FINAL Planned Unit Development Agreement has been created to identify the <br />parameters under which the office condominium development must abide (see <br />attached). <br /> <br />PF3277 - ReA (02/12/01) Page 4 of 6 <br />
