That amusement rooms create a potential for increased police <br />activity--an example is a high incidence of disorderly <br />conduct. <br /> <br />2. That an amusement room is incompatible with and has a <br />serious negative factor on the adjoining neighborhood. <br /> <br />3. That safety issues in and, particularly, around the interior <br />mall area, including adjoining property due to congregating <br />juveniles, are a factor. . <br /> <br />4. That safety and security in the adjoining mall parking lot <br />is a major factor. <br /> <br /> <br />5. That the safety and negative impact on adjacent property <br />owners is a factor. <br /> <br />6.
