Roll Call, <br />Ayes: Johnson, Cushman, Thomas, Maschka, and Rog. <br />Nays: None. <br /> <br />Cushman moved, Thomas seconded, that discussion of <br />ordinance amendments to implement Design Standards and <br />to delete unnecessary and redundant sections of the <br />City Code be continued to a special City Council meet- <br />ing of Wednesday, January 9, 1991, at 5:30 p.m., and <br />that the public hearing to consider the amendments be <br />continued to the regular City Council meeting of <br />January 14, 1991. Roll Call, Ayes: Johnson, Cushman, <br />Thomas, Maschka, and Rog. Nays: None. <br /> <br />Maschka moved, Cushman seconded, that Resolution 8628, <br />recommending vacation of a portion of Owasso Boulevard <br />South at the request of Gordon Fenner, be adopted with <br />the following conditions: <br /> <br />1. That all required assessments be paid. <br /> <br />2. That a recommendation be forwarded to Ramsey <br />County to vacate the right-of-way. <br /> <br />Roll Call, Ayes: <br />and Rog. Nays: <br /> <br />Johnson, Cushman, Thomas, Maschka, <br />None. <br /> <br />Thomas moved, Maschka seconded, that Thomas Theise / <br />Welsh Company's request for Special Use Permit and <br />license for an amusement room at 1655 County Road B <br />be denied based on the following Findings of Fact: <br /> <br />1. That amusement rooms create a potential for <br />increased police activity--an example is a <br />high incidence of disorderly conduct. <br /> <br />2. That an amusement room is incompatible with and <br />has a serious negative factor on the adjoining <br />neighborhood. <br /> <br />3. That safety issues in and, particularly, around <br />the interior mall area, including adjoining <br />property due to congregating juveniles, are a <br />factor. <br /> <br />4.
