She was interested in finding out what grounds were used for the <br />denial. I contacted the City of Eagan and got a copy of the minutes, which are <br />attached. <br /> <br />You will note that the action before the Eagan City Council was a determination as to <br />whether a teen cluh was a similar use to other uses allowed in the NB Neighborhood <br />Business District. This was the action that they took prior to even processing the <br />application as a Conditional Use Permit. They voted to find that the proposed teen club <br />was not a similar use, and therefore, could not be applied for in that district. <br />Consequently, the record surrounding this application does not provide much help as the <br />Roseville City Council deliberates the Skill Mill application. <br /> <br />From the description of the proposed teen club, it did not seem like it was the same type <br />of facility. First of all, it contained 10,000 square feet, as compared with 1,400 square <br />feet. Secondly, its principal focus seemed to he a dance floor, which is not proposed at <br />Skill Mill. <br />
