Pounds
Property Manager
f' ax 633 - 4838
24 Hr 944-5810

Dear Rick:

Pursuant to our conversation on October 15, 1990, we are forwarding to
you for your review the security plan submitted by us to Chief of Police
Zelinsky in March, 1990, at the time we were preparing for the Planning
Commission meetings with respect to the development project.

As you are aware, I met with the Police Chief to present our plan. I
asked for and received, a copy of which is also attached, a letter
from Chief Zelinsky that he was satisfied with the proposed security
for the Center.

As you can imagine, we were quite dismayed to hear that our security plan
was "questionable or too vague" when discussed with reference to the
proposed Skill Mill operation. Mr. Theisen, the operator of the Skill
Mill as proposed for the Crossroads of Roseville Shopping Center, is
a quality operator. The letter from Chief Zelinsky to the Planning
Commission that compares the proposed Skill Mill operation with other
arcades was not a fair representation of the proposed use at Crossroads.
Let's keep in mind the proposed Skill Mill operation is 1,500 square
feet of space, adult-supervised and with no pool tables.

In closing Rick, we are investing enormous energy and money in the develop-
ment of this project. It is not our intent or focus to lease space
to Tenants whose operations are disruptive or poorly managed. We take
more than adequate precautions in our tenant selection process. We
also have the security force on site to deal with any occassional dis-
ruptions that may occur.

Si;¡~

Robert B.
