She stated she was not opposed to a teen club <br />but did not agree that an NB district such as Blackhawk Plaza was the <br />place for one. She defined an NB district as small business areas to <br />serve daily needs of adjoining residents. She said the center did not <br />fit the definition. The adjoining neighborhoods are made up of 25-year <br />residents and new homeowners. 99\ of the adjoining neighborhood would <br />not use the center at all, let alone on a daily basis. She appreciated <br />the center being drug, smoke and alcohol free, but wondered who would <br />patrol the area once the teens were off the Blackhawk Plaza property. <br /> <br />Pawlenty moved, McCrea seconded a motion to deny a similar use <br />finding for the teen club use in a neighborhood business district. <br />Aye: 4 Nay: 0 (Gustafson abstain) <br /> <br />It was recommended that TC's Teen Club work with staff to find a <br />more suitable location. <br />
