I- May 18, 1990 Welsh Companies Attn: Paul Dunn 11200 W. 78th street Eden prairie, MN 55344 Dear Mr. Dunn: The Roseville City Council, at its April 23, 1990 meeting, approved your request for revision of conditions on special use permit at 1655 County Road B-2 with the following conditions: 1. That an additional access be provided from county Road B-2 by Ramsey county, as proposed. 2. That approval be obtained for the use of the land for such access from the owners of Rosedale (Equitable Life). That the Snelling Avenue service road shall be conveyed to the City of Roseville by the state, and the City shall retain ownership, permitting parking on the right-of-way by the property owner as provided in the Development Agreement. 4. That Welsh Companies be relieved of vacating American street as a public right-of-way, subject to the appropriate easements and approvals of the affected property owners, to ensure continued use as an internal roadway. 3. 5. That a final drainage plan be approved by the City and the Rice Creek Watershed District relating to the diversion of drainage to the City's facilities east of Snelling Avenue. 6. That grading, utilities, and streets be reviewed and approved by the Engineering staff. 7. That final landscape plans and provisions for screening be reviewed with the affected neighbors. That landscaping be provided along the north property line contiguous to the residential properties. That a fence be constructed, preferably not more than ten feet or less than eight feet in height unless a sight line analysis conducted by the City determines the height should be more than ten feet.
