<br />Roseville city council Minutes <br />April 23, 1990 <br /> <br />Page 3 <br /> <br />C-2 Maschka moved, Cushman seconded, that Frank's Nursery FRANK'S <br />and Crafts request for a Special Use Permit for out- NURSERY <br />side storage and merchandising at 1800 Highway 36 be <br />approved with the following conditions: <br /> <br />1. That the applicant review the original landscape <br />plan and upgrade the landscaping to conform to the <br />plan. <br /> <br />2. That signs be lowered to be below the top of the <br />fence around the outside storage area. <br /> <br />3. That the applicant operate the outside storage and <br />merchandising as shown on plans presented to the <br />Planning Commission on April 4, 1990. <br /> <br />Roll Call, Ayes: <br />and Rog. Nays: <br /> <br />Maschka, Johnson, Cushman, Thomas, <br />None. <br /> <br />C-3 The City Council, at its March 27, 1989 meeting, WELSH <br />approved Welsh companies request for Special Use COMPANIES <br />Permit for a Planned unit Development, variance to <br />parking stall size requirement, and preliminary plat <br />to allow the expansion of the Pavilion Place Shopping <br />Center at 1655 County Road B-2, with nineteen <br />conditions. <br /> <br />Subsequently, Welsh Companies requested revision of <br />conditions 4, 7, 10, and 13. The request was <br />considered by the Planning Commission at its April <br />18, 1990 meeting. <br /> <br />The city Council took the following actions at its <br />April 23, 1990 public hearing. <br /> <br />Cushman moved, Thomas seconded, that Condition No. 4 <br />be amended to read: <br /> <br />That Welsh Companies be relieved of vacating <br />American Street as a public right-of-way, subject <br />to the appropriate easements and approvals of the <br />affected property owners, to ensure continued use <br />as an internal roadway. <br /> <br />Roll Call, Ayes: Maschka, Johnson, Cushman, Thomas, <br />and Rog. Nays: None. <br /> <br />Johnson moved, Cushman seconded, that Condition No. <br />7 be amended to read: <br /> <br />That final landscape plans and provisions for <br />screening be reviewed and approved by City staff <br />and reviewed with the affected neighbors. <br />
