That resolutions vacating portions of Brooks Avenue, Frye street, and Bruce Avenue be prepared for consideration at a public hearing on April 24, 1989. 12. That approval of preliminary plat be subject to Engineering staff approval of all utilities, installation, and removal of other engineering details. 13. That the materials of the ramp be comparable with the exterior materials of the main building which could include prestressed exposed aggregate con- crete panels, but shall not include metal panels. That there be a solid wall on the north side of the parking ramp from upper deck to a height of six feet above the floor deck on the upper level of the ramp. 14. That screening walls of dumpsters and service areas be not less than ten feet high, and con- structed of materials similar to the materials of the building. 15. That handicap accessibility improvements be made to provide proper access to the theater. 16. That the development be constructed in accordance with the plans dated December 29, 1989, unless changed by these conditions. 17. That there be no access to the site from the frontage road at the northeast corner of the site. That a gate shall be constructed to permit access for emergency vehicles, and that the Center manage- ment be responsible for maintaining the emergency access drive. 18. That shopping center management provide adequate security measures during business hours, as approved by the Police Chief. 19. That an agreement between the City and the developer be completed. 20. That parking be banned on the north side of the property line after 9:00 p.m.
