That Welsh Companies be relieved of vacating <br />American street as a public right-of-way, subject <br />to the appropriate easements and approvals of the <br />affected property owners, to ensure continued use <br />as an internal roadway. <br /> <br />5. That a final drainage plan be approved by the City <br />and the Rice Creek Watershed District relating to <br />the diversion of drainage to the City's facilities <br />east of snelling Avenue. <br /> <br />6. That grading, utilities, and streets be reviewed <br />and approved by the Engineering staff. <br /> <br />7. That final landscape plans and provisions for <br />screening be reviewed and approved by City staff <br />and reviewed with the affected neighbors. <br /> <br />That landscaping and a fence, not more than ten <br />feet or less than eight feet in height, be pro- <br />vided along the north property line contiguous to <br />the residential properties. The fence shall be <br />built before other construction occurs. <br /> <br />'. <br /> <br />That the fence be a solid wall constructed out of <br />cedar material. The fence should be designed by a <br />structural Engineer. The material used on the <br />fence should be "2 by" material (1-1/2" nominal) <br />which is screwed together. <br /> <br />The fence posts should be located six feet on <br />center and be a minimum of six inches thick and <br />six inches wide (5-1/2" nominal). <br /> <br />The existing side yard fences should be integrated <br />with the new fence by the developer, pending con- <br />sent by Williams Pipeline. <br /> <br />The fence should be generally located on the north <br />property line except that the location can be <br />shifted to the south as allowed by the Williams <br />Pipeline Company in order to maintain trees and <br />shrubbery on the adjacent residential properties. <br /> <br />The fence height should be established to maintain <br />the sight lines as presented to the City Council <br />on April 23, 1990, but in no case shall the fence <br />height be less than ten feet, except where eight <br />feet high per drawing. <br /> <br />8. That an additional eight and one-half feet of <br />right-of-way be dedicated for County Road B-2. <br /> <br />9. That sidewalks be constructed on County Road B-2, <br />and sidewalks be constructed from American street <br />to the new access north of County Road B-2. <br /> <br />Page 6 <br />
