That Welsh Companies be relieved of vacating American street as a public right-of-way, subject to the appropriate easements and approvals of the affected property owners, to ensure continued use as an internal roadway. 5. That a final drainage plan be approved by the City and the Rice Creek Watershed District relating to the diversion of drainage to the City's facilities east of snelling Avenue. 6. That grading, utilities, and streets be reviewed and approved by the Engineering staff. 7. That final landscape plans and provisions for screening be reviewed and approved by City staff and reviewed with the affected neighbors. That landscaping and a fence, not more than ten feet or less than eight feet in height, be pro- vided along the north property line contiguous to the residential properties. The fence shall be built before other construction occurs. '. That the fence be a solid wall constructed out of cedar material. The fence should be designed by a structural Engineer. The material used on the fence should be "2 by" material (1-1/2" nominal) which is screwed together. The fence posts should be located six feet on center and be a minimum of six inches thick and six inches wide (5-1/2" nominal). The existing side yard fences should be integrated with the new fence by the developer, pending con- sent by Williams Pipeline. The fence should be generally located on the north property line except that the location can be shifted to the south as allowed by the Williams Pipeline Company in order to maintain trees and shrubbery on the adjacent residential properties. The fence height should be established to maintain the sight lines as presented to the City Council on April 23, 1990, but in no case shall the fence height be less than ten feet, except where eight feet high per drawing. 8. That an additional eight and one-half feet of right-of-way be dedicated for County Road B-2. 9. That sidewalks be constructed on County Road B-2, and sidewalks be constructed from American street to the new access north of County Road B-2. Page 6
