During that time, one addition was made in 1975 and part of
that i~ still shared with the Police and Paramedics. As the population grew, so did the City's
need for services and maintenance of additional vehicles, parle lands, streets and sewers. (See
"Comparison Survey" sheets). Approximately six (6) years ago, the Public Works facility ran
out of space for the proper storage and maintenance of an increasing number of expensive pieces
of equipment. The proposed addition and remodeling to the City of Roseville PubJic Works
Department is the culmination of several years of study, programming, review of the site and will
alleviate some of the overcrowding 011 a very confined site.

While consideration was given to expanding the facility to the west, long range plans for that part
of the Civic Center have designated that area for the futu.re Conununity Recreation Center (see
attached Long Range Site Plan). To expand to the west would start to restrict the City's future
ability to have adequate area for the 'Center's' building and the zoning required number of
parking spaces. Therefore, expansion to the north was chosen as being the least limiting to the
Civic Center campus while still relieving some of the existing space restrictions. This provides
for the most efficient use of the area available for the Public Works Department.

The proposed additions are being designed to follow the City's design standards for building
materials; landscaping, and to fit within the visual context of the existing campus of buildings.
The expanded courtyard wall will be benned (to decrea.c¡e the perceived height) and landscaped
both to shield (from view) the tops of the equipment stored inside and to enhance the visual
perception of the Civic Center. The intent is to maximize the use of the available site with
minimal intrusion on the street while enhancing the visual impact of the Civic Center Complex.

TKDA has been commissioned to design an addition to and remodeling of the Public Works
Facility for the City of Roseville. This very much needed expansion will

1) decrease lost time maneuvering vehicles in the tight storage areas;
2) protect valuable equipment from the elemellts;
3) provide an enclosed salt storage area;
4) add a level of security to the courtyard, not currently possible;
5) provide increased year-round flexibility for utilization ofthe existing building;
6) provide a thirty (30) percent increase in the usable inside storage area, and a fJfteen (15)
percent increase in the usable courtyard area.
7) greatly improve on the existing facilities image from Lexington A vellue and Woodhill
Drive.
