<br />Lava Links, Case No. 2163 <br /> <br />Page 2 <br /> <br />reasonable to assume that well over half of the people in the <br />snack bar will be Lava Links customers, essentially cancelling the <br />increase over a typical retail use. with the snack bar expansion, <br />however, those patrons who are coming to Lava Links will stay <br />longer, thus putting a greater demand on the parking situation. <br /> <br />Some of the customers to the snack bar will not be Lava Links <br />patrons. But many of these "outside" customers may be in the <br />Center already for other errands, since there is currently no <br />place to get a snack or sandwich in the Crossroad Center. Again, <br />this would point to a relatively small new demand for parking <br />because of this expansion. <br /> <br />We expect the expansion might have some effect, therefore, on the <br />parking at the Center. It should be minimal, however, given the <br />relatively small amount of space involved, and the multiple <br />destinations of a single customer. One possibility is to include <br />Lava Links on any signage that directs patrons to the west parking <br />deck, which is often not as full as the east surface parking lots. <br /> <br />Traffic <br /> <br />The effect on traffic at the Center should also be minimal, given <br />the amount of space involved. For every trip that might come into <br />the Center to visit the snack bar, there may be a trip eliminated <br />because of customers or employees who stay in the Center for a <br />quick lunch or dinner at the Lava Links snack bar, instead of <br />leaving in their cars to visit another area restaurant. <br /> <br />Games <br /> <br />The seven games proposed for the expansion exceeds the limit of <br />four in the Code before a license is needed from the City. This <br />license requirement is separate from the zoning application. The <br />proliferation of amusement areas is a problem if there is not <br />adequate supervision or security, or if they are likely to attract <br />crowds of a different character from the family atmosphere <br />promoted by Lava Links. Based on representations by the owners of <br />Lava Links and the experience they have had thus far, we do not <br />believe these games pose a problem. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The expansion proposed by Lava Links will help them be more <br />successful and serve their customers better. It will bring added <br />activity to the Crossroads Center which may benefit other <br />businesses in the Center. The effects on parking, traffic, and <br />the character of the Center are likely to be minimal. We <br />recommend approval of the Special Use Permit. <br />
