BACKGROUND <br /> <br />This is an application by Midland Hills Country Club to vacate a portion <br />of Ryan Avenue at the south side of their 161-acre golf course. The <br />purpose for this request is to allow a new maintenance building to be <br />constructed on the Midland Hills property in a location that would allow <br />it to comply with current setback requirements. Plans have been <br />submitted to illustrate the proposed maintenance structure, but the <br />discussion at the Planning Commission hearing should focus on the <br />matter of the vacation for Ryan Avenue. <br /> <br />From a review ot the Ramsey County section maps, it is quite clear <br />that this section of Ryan Avenue is not currently needed for public <br />roadway purposes. In 1959, a 252-foot-Iong section of Ryan Avenue was <br />vacated, which left only the 280 remaining feet that is currently being <br />requested for vacation. A petition has been submitted along with the <br />application that has been signed by owners ot at least 51 percent of <br />the property abutting Ryan Avenue. The petition formally requests that <br />this section of right-ot-way be vacated because it is no longer of value <br />to the general public. <br /> <br />2. CONCLUSION <br /> <br />From the information that has been submitted and due to the fact that <br />a portion of this right-of-way was vacated as long ago as 1959, it <br />appears that this request is in order. If the Midland Hills Country Club <br />was ever developed for housing or other uses, it would clearly be <br />developed with a completely new street system that, in all likelihood, <br />would be more sensitive to the natural topography than the grid pattern <br />that was established in the early years of Roseville's development. <br />Therefore, we do not believe that Ryan Avenue would be essential to <br />the future redevelopment of this area. If it were, it could simply be <br />required through dedication at the time of platting. <br />
