BACKGROUND <br /> <br />Amoco Pipeline Company operates the petroleum products transfer <br />and storage facility in Roseville, known as the "tank farm", on <br />County Road C and Long Lake Road. Amoco wants to upgrade some of <br />their pumping and control equipment, housed in small buildings in <br />the interior of the property. The work would involve building two <br />new metal buildings, which would not be allowed under the design <br />standards in the Zoning Code. Amoco is requesting a variance to <br />allow the buildings to be built. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />ComDrehensive Plan & Zoninq Code References <br /> <br />The property is guided Z - Industrial, and zoned %-2 General <br />Industry. Uses allowed by Special Use Permit in the 1-2 District <br />include the "storage of coal and gas", and the "storage and <br />distribution of chemicals". Since the facility has been in <br />operation for over forty years and they do not currently have a <br />Special Use Permit, the facility is a legal non-conforming use. <br /> <br />The Code states that a non-conforming use "may not be extended, <br />expanded, intensified, or changed unless to a conforming use". <br />Normal maintenance and alterations are allowed, however, as long <br />as this does not "extend, expa1d, or intensify" the use. <br /> <br />We believe the proposed buildings, al though new structures, fall <br />within the definition of normal maintenance and alterations, since <br />
