Kristufek <br /> <br />-4- <br /> <br />February 13, 1992 <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />Based on the items addressed in this report (existing traffic conditions, the projected <br />traffic volumes, and the traffic analyses), the conclusions and recommendations <br />regarding the proposed Amoco development are as follows: <br /> <br />Intersections on Lexington Avenue near the Amoco site presently provide level <br />of service B operations during the a.m. and p.m. peak periods. <br /> <br />. <br /> <br />. <br /> <br />Grandview Avenue traffic presently experiences minor delays exiting onto <br />Lexington Avenue. During the a.m. peak hour (7-8 a.m.) both the left and <br />right turn movements had an average delay of 10 seconds per vehicle. For the <br />p.m. peak hour (4:30-5:30 p.m.), the left turns from Grandview Avenue to the <br />south on Lexington A venue experienced an average delay of 26 seconds per <br />vehicle and the right turns to the north on Lexington, an average delay of seven <br />seconds per vehicle. ' <br /> <br />The Amoco development is estimated to add 36 a.m. peak hour and 51 p.m. <br />peak hour new trips to Lexington Avenue. This is an increase of approximately <br />one to three percent in the total peak hour traffic volumes on Lexington <br />Avenue. <br /> <br />. <br /> <br />. <br /> <br />The Amoco development is estimated to add only eight to ten new trips on <br />Lexington Avenue north of the shared PUD access driveway. With this limited <br />volume increase, motorists turning from Grandview Avenue to Lexington <br />Avenue would experience no perceptible change in traffic delays or safety. <br /> <br />Other potential land uses for the proposed Amoco site, such as an office/bank <br />development, could generate significantly more trips on Lexington Avenue <br />during the a.m. and p.m. peak hours. <br /> <br />Internal circulation and queuing on the Amoco site are expected to operate <br />effectively without adverse impacts. <br /> <br />Post-development traffic volumes at nearby intersections are expected to operate <br />at level of service B. No adverse impacts or significant changes in traffic <br />operations are expected with the proposed Amoco development. <br /> <br />The median island on Lexington Avenue at the T.R. 36 westbound ramp <br />intersection should be extended north of the Amoco southerly site driveway. <br />This will restrict access at this driveway to right in/out movements only. <br /> <br />The shared PUD access driveway should remain full access to/from Lexington <br />Avenue. No roadway improvements are needed for the shared PUD access <br />driveway to accommodate the Amoco development. The existing right-of-way <br />for the shared PUD access driveway is adequate to accommodate a future two- <br />lane westbound approach to Lexington Avenue. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
