Kristufek <br /> <br />-5- <br /> <br />February 13, 1992 <br /> <br />TRAFFIC FORECASTS <br /> <br />Existing Conditions <br /> <br />Lexington Avenue is a county roadway (CSAH 51) which serves a minor arterial <br />function. The average daily traffic (ADT) on Lexington Avenue is as follows: <br /> <br />Average <br />Daily Traffic <br /> <br />Segment <br /> <br />County Rd. B to T.H. 36 <br />T.H. 36 to County Rd. B-2 <br />North of County Rd. B-2 <br /> <br />18,000 ADT <br />16,600 ADT <br />14,500 ADT <br /> <br />Lexington Avenue near the site has a typical three-lane roadway cross-section: One <br />northbound lane, one southbound through lane, and a center left turn. Currently, there <br />is a traffic signal control at County Road B-2, the westbound T.H. 36 ramps, the <br />eastbound T.H. 36 ramps, and at County Road B. Grandview Avenue and other local <br />streets between County Road B-2 and B are controlled by stop signs. <br /> <br />The first step in developing the traffic forecasts is to understand the existing traffic <br />conditions and characteristics. During the a.m. and p.m. peak periods, 6:30-8:30 a.m. <br />and 4:00-6:00 p.m., turning movement counts were collected for the Lexington Avenue <br />intersections with the T.H. 36 westbound ramps and the shared PUD access driveway. <br />In addition, traffic counts and delays were collected for the Lexington Avenue and <br />Grandview Avenue intersection during the a.m. and p.m. peak hours. The existing <br />a.m. and p.m. peak hour traffic volumes are presented in Figures 3 and 4. In addition <br />to the traffic volumes, traffic delays were collected for vehicles making left and right <br />turns from Grandview Avenue to Lexington Avenue. During the a.m. peak hour (7-8 <br />a. m.) both the left and right turn movements had an average delay of 10 seconds per <br />vehicle. For the p.m. peak hour (4:30-5:30 p.m.), the left turns from Grandview <br />Avenue to the south on Lexington Avenue experienced an average delay of 26 seconds <br />per vehicle and the right turns to the north on Lexington, an average delay of seven <br />seconds per vehicle. The neighborhood north from T.H. 36 to County Road B-2 and <br />Lexington Avenue east to Victoria Street has numerous access opportunities via <br />Grandview Avenue, N. Chatsworth Street, Nancy Place and Lovell Avenue. <br />
