Kristufek <br /> <br />-12- <br /> <br />February 13, 1992 <br /> <br />Potential traffic impacts were addressed for the a.m. and p.m. peak: periods at the <br />following intersections: <br /> <br />. <br /> <br />Lexington A venue/Grand view A venue <br />Lexington Avenue/Shared PUD Access Driveway <br />Lexington Avenue/T.R. 36 Westbound Ramps <br /> <br />. <br /> <br />. <br /> <br />The intersections of Lexington Avenue with Grandview Avenue, the shared PUD <br />driveway, and the T.R. 36 westbound ramps were analyzed using the traffic forecasts <br />and methodologies from the 1985 Righway Capacity Manual2. Based on the projected <br />traffic forecasts, the Amoco development ]s expected to increase by one to three <br />percent the overall traffic volumes at the three subject intersections. The capacity <br />analyses indicated very minor increases in intersection delay and that the existing level <br />of service (LOS B) would remain unchanged. <br /> <br />The Amoco development is estimated to add only eight to ten additional north and <br />south through movements to the Lexington Avenue and Grand Avenue intersection <br />during the a.m. and p.m. peak: hours. This volume increase would approximately <br />equal one additional vehicle through this intersection every six to eight minutes. With <br />this limited volume increase, motorists turning from Grandview Avenue to Lexington <br />Avenue would experience no perceptible change in traffic delays or safety. <br /> <br />With the additional 98 unit apartment development on the vacant PUD parcel, traffic <br />volumes are anticipated to increase on Lexington Avenue approximately three percent <br />(see Figures 5 and 6). This increase in traffic is not expected to have significant effects <br />on traffic operations at the T.R. 36 westbound ramp or the Grandview Avenue <br />intersections. At the shared PUD access driveway to Lexington Avenue, delays for <br />traffic turning onto Lexington A venue would increase. To reduce this expected traffic <br />delay, a two-lane westbound approach to Lexington Avenue should be planned. <br />Presently, the existing right-of-way for the shared PUD access driveway is adequate to <br />accommodate this roadway improvement. <br /> <br />2 Highway Capacity Manual, Transportation Research Board, 1985. <br />
