BACKGROUND <br /> <br />Snappy Car Rental is a tenant in the office building at 2310 <br />County Road D. Snappy operates as a return depot for cars that <br />are then taken to their storage lot in Bloomington. The owners of <br />the building are applying for a special Use Permit for this auto <br />rental use under the standards adopted last year for such uses. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The property is guided B - Business, and zoned B-2. Auto rental <br />and leasing businesses are special Uses in this district. A copy <br />of section 8.365 of the Code concerning auto rental and leasing <br />businesses is attached. <br /> <br />Snappy Car Rental occupies 522 square feet of the <br />7,150-square-foot two-story building. There are 44 parking spaces <br />on site, which is eight more than needed according to Code, at 5 <br />spaces per 1,000 sq ft. Snappy is guaranteed seven of these spaces <br />for its rental cars. <br /> <br />The Code requires that the number of parking spaces for rental <br />cars be above and beyond what is required for other uses in the <br />building, and that such parking not interfere with circulation on <br />site. The parking plan meets this part of the Code. <br /> <br />The Code also requires a determination that "the storage of <br />vehicles on the premises shall be purely an accessory use, and <br />does not al ter the appearance or character of the property" . <br />Snappy occupies 7% of the office space and, with three employees <br />and seven reserved parking spaces, takes up 10 of the 44 parking <br />spaces, or 23% of the total. We do not believe this will alter <br />the character of the office setting. <br />
