This violates the Code provision <br />regarding outside maintenance of vehicles on site. When we were <br />researching this issue for the Planning Commission before <br />preparing the revised ordinance, we visited this site and saw <br />vacuum cleaners outside the building and trailers for moving the <br />cars parked in the lot. The condition of this site is one of the <br />specific reasons for the revisions that were made to the Code. <br /> <br />Apart from the specific Code provisions regarding vehicle rental <br />and leasing is the question of overall Code compliance when a <br />Special Use Permit is applied for. Section 12.035 of the Code <br />lists the criteria to be considered in evaluating a special Use <br />Permit. We believe that the overall site plan and traffic <br />circulation functions well and meets the intent of these <br />provisions. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The Snappy Car Rental application meets the intent of the Code <br />regarding auto rental businesses, with the exception of vehicle <br />maintenance on site. We recommend approval of the Special Use <br />Permit with the condition that no maintenance be done on site, or <br />that provisions be made to do this maintenance within the building <br />or completely screened from public streets and the remainder of <br />the parking lot, and that no trailers be parked on site. <br />
