City passed an ordinance to require a special use permit for <br />outside display and merchandising in 1989. <br /> <br />2. criteria for evaluation of special use permit for outside <br />display and merchandising are as follows: <br />A. The amount of outside sales area compared to the amount <br />of inside sales space. <br /> <br />B. The location of outside sales area and the extent to <br />which it encroaches on the required setbacks. <br /> <br />C. The impact on traffic and pedestrian circulation on the <br />site. <br /> <br />D. The impact on parking on the site. <br /> <br />E. The height of the merchandise display. <br /> <br />F. The hours in which the merchandise will be displayed. <br /> <br />G. The type of merchandise to be displayed. <br /> <br />3. The Planning Commission unanimously recommends approval of <br />special use permit based on the plans submitted to the <br />Planning commission on December 5, 1990 with the change that <br />the tire racks could be up to 6.5 feet high. <br /> <br />Alternatives: <br />1. Approve the special use permit as recommended by the Planning <br />Commission. <br /> <br />2. Approve the special use permit with additional conditions. <br /> <br />3. continue the hearing on the matter and direct the City <br />Attorney to prepare a resolution with findings to support a <br />denial of the application. <br />
