BACKGROUND <br /> <br />This is another in a series of applications for Special Use Permits for <br />outdoor display and merchandising. The following criteria have been <br />established by the City Council for the evaluation of Special Use <br />Permits for outdoor display of merchandise: <br /> <br />a. The amount of outside sales area compared to the amount of <br />inside sales space; <br /> <br />b. The location of the outside sales area and the extent that it <br />encroaches on the required setbacks; <br /> <br />c. The impact on traffic and pedestrian circulation on the site; <br /> <br />d. The impact on parking on the site; <br /> <br />e. The height of the merchandise displays; <br /> <br />f. The hours in which the merchandise will be displayed; and <br /> <br />g. The type of merchandise to be displayed. <br /> <br />The applicants have submitted a sketch that illustrates the three <br />locations proposed for outdoor display and a handwritten summary of the <br />dimensions of each of these areas. The drawing is not scaled, which <br />makes it impossible to provide specific information related to some of <br />the criteria listed above. A summary of each of the review criteria <br />and the subject proposal is included in the section to follow. <br /> <br />2. SUMMAR Y OF FINDINGS RELATED TO REVIEW CRITERIA <br /> <br />a. The amount of outdoor display compared to the amount of <br />interior display. <br />
