BACKGROUND <br /> <br />Lebens Flowers and Greenhouses is a long established Roseville business <br />located at 1021 West Larpenteur Avenue. As a garden store, Lebens <br />has been displaying a variety of nursery stock, annual and perennial <br />plants, and seasonal merchandise outdoors for many years. The purpose <br />of this application is to comply with the new ordinance requiring a <br />Special Use Permit for outdoor display and merchandising. <br /> <br />Since the criteria for approval of Special Use Permits for outdoor <br />display were listed in the planning report for Case Number 2188, they <br />will not be repeated here. A summary of our findings related to the <br />review of those criteria as they relate to this application is listed <br />below. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Planning Considerations <br /> <br />To date the review, of Special Use Permits for outdoor display and has <br />been limited to motorfuel stations, hardware stores, and similar <br />commercial establishments. In these cases, the displays were <br />incorporated into the parking lots or sidewalks in front of the entrances. <br />This application is different. <br /> <br />Lebens Flowers has a designated outdoor sales are that is separated <br />from the parking lot by a 4-foot chain-link fence. According to the <br />letter from the applicant, this area contains 10,400 square feet. <br />Although there is no specific reference to the amount of indoor display, <br />the property is 660 feet by 330 feet (217,800 square feet - 5 acres) <br />and much of it is covered by greenhouses. <br /> <br />Since the garden center is separated from the parking lot by a fence, <br />it will not have an adverse effect on vehicular circulation. Since it is <br />designed as an outdoor store, it will not cause any problems for <br />pedestrian circulation. <br />
