DEVELOPMENT ANALYSIS <br /> <br />Planninq Considerations <br /> <br />Systems Control is the company that was granted the rights <br />by the Minnesota Pollution Control Agency (MPCA) to <br />develop a series of automobile emissions testing <br />facilities throughout the Twin cities Metropolitan Area. <br />Representatives of Systems Control have been in to talk <br />with City Staff extensively during the course of the past <br />year in an attempt to identify ,a satisfactory site for the <br />location of a testing facility within the City of <br />Roseville. After pursuing several leads that failed to <br />work out, they identified the property most commonly <br />referred to as the Ettinger parcel, located south of <br />County Road C and west of the Minnesota Transfer Railway <br />line. They have negotiated for the purchase of the <br />easterly 3.87 acres of the overall 15.456 acre parcel <br />owned by MEAM Properties. <br /> <br />This is approximately twice the amount of land that <br />Systems Control has identified as needed to accommodate <br />their facility, and therefore, they propose to locate this <br />facility to the back of the property opposite the <br />Burlington Northern Railway Company line and to plat a lot <br />to allow a higher valued use to be located along the <br />County Road C frontage sometime in the future. <br /> <br />The Code requires a special use permit for any automobile <br />related use. The Subject Property is zoned 1-2 which is <br />the most intensive zoning district in the city. While <br />this is an automobile related use, it certainly does not <br />have any of the most problematic characteristics of some <br />automobile oriented uses. There will be no repair of <br />vehicles on the property. There will be no storage of <br />
