North Heights Hardware, Case No. 2199

Page 3

a. Comprehensive Plan Amendment

Although it is not a significant amount of land and
will not cause the reduction of any units, this
request does involve the conversion of some
single-family residential land to serve a commercial
purpose. There has been considerable discussion
about this policy issue in the community and many
would argue against such an action at a basic policy
level. However, this may also be shown to be a good
reason why each proposal should be judged on its
unique merits.

There is an existing single-family home on this
oversized lot, and this home will remain on a smaller
lot. The residential lot to be created will exceed
the area required for single-family lots, although it
will be 2 feet narrower than the required lot width.

On the other side is North Heights Hardware, a small
business that has been in Roseville for 25 years and
they have outgrown their lot. This business has
built a strong neighborhood clientele, who supports
North Heights Hardware's plans for expansion.

Also, there are not many
fronting on Rice street
increasing traffic levels.,
location for single-family
Other lots to the south are
up to city park land.

other single-family lots
and with its steadily
it is not as good a
homes as it once was.
very large and they back

b. Rezoninq

Much of the same discussion that applies to the
Comprehensive Plan Amendment relates equally to the
rezoning issue. Rezoning is a very significant step
and it should never be done casually. The facts in
this case are that North Heights Hardware has
expanded to the extent that they are spilling out
onto their parking lot with outdoor display and the
temporary storage of lawn mowers and other equipment
that is in for repair. We have encouraged them to
put this display and storage within a building.

To add building space and the parking to serve it
requires space. The space that is adjacent to them
happens to be zoned R-1 Single-Family Residential.
