Ruan Leasing Co., Case No. 2209

Page 3

proposed). Particularly since the proposal is to operate
the business until midnight, it will be important to
determine what lighting, if any, is proposed.

Signing

No signage has been
application.

requested

as

part

of

this

screeninq

There is no screening planned, although the locations for
trailer parking are either behind the building or
immediately adjacent to the freeway. Both of these
locations would be partially screened.

Trash Handlinq

Mr. Brainard plans to locate a dumpster outside the
building. The sketch shows this located opposite the
southwest corner of the building. The sketch also shows
an area of scrap steel and used oil opposite the southeast
corner. This would have the potential to be a real
eyesore. Limits to the amount of material and temporary
screening measures would be essential.

Engineerinq Considerations

The Engineering Department has identified several issues
that would need to be addressed if the site were being
developed. Since no permanent site improvements are
planned, these issues will not be resolved.

Parks & Open Space

Since no subdivision is proposed, no park dedication fee
will be required.

Fire Marshal Considerations

A permit would be required for any fuel storage tank.

Buildinq Division

It does not appear that any sort of permits will be
required for this business to locate on the Ruan property.
We think it would be a good idea to condition any approval
on at least a basic inspection of the building, and any
significant health safety code violations should be made
before the building is occupied.
