PLANNING REPORT

DATE:

10 April 1991

CASE NUMBER:

2224

APPLICANT:

Northern States
Company

Power

LOCATION:

2814 Cleveland
(see sketch)

Avenue

ACTION REQUESTED:

Interim Use Permit

PLANNING CONSIDERATIONS:

1. BACKGROUND

NSP is requesting an Interim Use Permit to provide a
storage area for wood chips and firewood generated from
its tree trimming operations. Their proposal for a
two-year interim use is outlined in the attached summary
dated March 6. They are proposing to fence off a small
portion of the American Semi Parts & Service yard on
County Road C-2 east of Cleveland Avenu~.

The wood chips and firewood would be made
of charge to area residents at specified
other times the site would be locked.

available
times. At

free
all

2. DEVELOPMENT ANALYSIS

Planninq Considerations

The proposed use would fence off a 100' x 120' area (see
folded blue print site plan) fronting on County Road C-2
about 320 feet east of Cleveland Avenue. Screening of the
use is an important issue, which will be accomplished with
6-foot evergreens and lilac bushes along County Road C-2
and evergreens along the sides of the storage area.
Additional evergreen trees would be placed all along the
County Road C-2 frontage of the American site. A copy of
a February 27 letter from American is attached indicating
other work they have done recently to improve the
appearance of the rest of the site.

The applicant's summary indicates that the quantity of
wood chips in the area would be about 200 cubic yards,
which is a small fraction of the area actually to be
enclosed by the fence. Nevertheless, it would be
reasonable to put a height limit on the pile.
