<br />Northern states Power Co., Case No. 2224 <br /> <br />Page 2 <br /> <br />storage of wood chips for an extended period of time could <br />result in some rotting and odor. A condition of approval <br />might stipulate removal of the offending material if such <br />a problem arises. <br /> <br />Landscapinq <br /> <br />The storage area would be enclosed with a chain-link fence <br />and 6-foot evergreen trees on the front and sides (not the <br />rear). In addition, lilac bushes are indicated in the <br />front yard. The plans do not indicate the species, which <br />we would like to see. The plan would be acceptable if the <br />use were permanent, but with a two-year time limit, the <br />landscaping may not grow to adequately screen the site <br />within that time frame. The evergreens on the side yards <br />serve to screen the use from the existing truck yard, <br />which we believe may not be necessary. A more reasonable <br />approach may be to take the same landscape budget and put <br />more screening - overstory trees, coniferous shrubs, an <br />opaque fence, or some combination of these into the <br />front yard. <br /> <br />screeninq <br /> <br />Even with adequate landscaping as noted above, the use <br />cannot be properly screened if the wood chip pile is too <br />high. We recommend the material stored on site not be <br />allowed to be more than 8 feet in height, the height of <br />the fence. <br /> <br />Enqineerinq Considerations <br /> <br />The plans show a 6-foot fence within the front setback (30 <br />feet from the right-of-way) the ordinance allows a <br />4-foot maximum. The proposal does not improve the lot <br />with any curb or hard surface, nor is there a paved <br />driveway indicated. No grading or drainage plans are <br />shown. Any curb and gutter that has to be removed from <br />County Road C-2 must be done according to City standards. <br /> <br />Fire Marshal Considerations <br /> <br />Fire codes require that such a storage pile should not be <br />placed within 3 feet of the property line, not be more <br />than 6 feet high within 10 feet of the property line, and <br />be no more than 20 feet high maximum. <br /> <br />4. CONCLUSION <br /> <br />We recommend approval of the Interim Use Permit with <br />the following conditions: <br />
