BACKGROUND <br /> <br />National School Bus Company wants to purchase the site <br />occupied by the former Midwest Great Dane trucking firm on <br />County Road C west of Prior Avenue. The applicants <br />previously provided a narrative and other materials to <br />fully explain their company and the nature of their <br />business both in and around Roseville. <br /> <br />This site is included within the area of the Twin Lakes <br />Redevelopment Plan, however, since that plan has not been <br />adopted, the comprehensive plan designation for the <br />purpose of this review is Industrial. The site is zoned <br />I-2 General Industrial, the most intensive zoning district <br />in Roseville. <br /> <br />The proposed use of this property is for the storage and <br />maintenance of buses and paratransit vehicles like the <br />Roseville Area Circulator. The storage and maintenance of <br />school and charter buses requires a special use permit in <br />the General Industrial District. The Code is clear in <br />requiring a separate and distinct special use permit for <br />bus facilities. <br /> <br />The current use of the property is nonconforming in many <br />ways. As a legal nonconforming use, the trucking use <br />could continue to operate in the same manner. However, <br />since the new use requires a separate special use permit, <br />it is consistent with Roseville policy (and accepted <br />zoning practices) to require the site to be brought into <br />conformance with current standards. <br />
